Any delay in the Council agreeing the programme with the Commission could jeopardise a lot of projects. Many regions, many small businesses and many non-governmental organisations rely on EU funds to invest and act on the ground. We therefore urge the Council to face up its responsibilities. We need the jobs and we need the investment."@en1
