"Madam President, we need a 21 century approach to the digital world. If we do not make it easy for organisations, businesses and customers to operate electronically, it will harm competitiveness, jobs and growth and e-commerce, particularly in terms of the savings for consumers and opportunities for business. But it is essential that we also work with partners around the world. We cannot afford a ‘fortress Europe’ approach. We must have an open internet where traffic is treated equally. But advances in Internet Protocol Television (IPTV) in particular put pressure on capacity, meaning service providers need to address technical management issues. We need infrastructure investment, and we need to promote an environment that encourages that investment. However, fundamentally-anti-competitive behaviour is not acceptable. As in all sectors, dominant players should not be allowed to abuse market positions to the detriment of others. Internet searches should not discriminate, and search results for users should be unbiased. But this is a competition law issue, and the EU Competition Commissioner plays an important legal role. It would be entirely inappropriate for the European Parliament to prejudge the legal process of any investigation. In the past, when competition laws had been breached, the Competition Commissioner has prescribed various remedies, including fines, ring fencing or perhaps even requiring companies to spin off parts of their operation. This resolution should not be read as an instruction to the Competition Commissioner on what specific actions she should take in her current investigation. The resolution, however, is not just about searches; it is about the whole digital market place. We must join the race, embrace the digital world, or our economy will be left behind. My group’s amendments focus on the benefits of e-commerce for businesses and consumers, and on real actions we can take to tear down the barriers that our digital entrepreneurs face.
