"Mr President, I would certainly welcome the opportunity to look at the way in which the anti-discrimination directive is working. It was a ground-breaking piece of legislation at the time, but I do not think it has had all the results we would have hoped for. When we look at the breakdown of unemployment figures, it is still very clear that there are still groups that are really suffering discrimination, whether they are people with disabilities, older workers, people from ethnic minorities, or whatever. So we are not, as our colleague said, using the skills and the talents that are there, and a lot of the time we are not developing them in training either. People have talked about the awareness of rights; the Fundamental Rights Agency said that maybe about one in four people in the EU were aware of their rights under the legislation. So this begs a question about whether we can put in practice a strategy to improve that figure, measure the outcome and, hopefully, improve the results. Others have spoken a bit as well about the way in which we apply rights. We are aware that many national equality bodies have actually had their funding cut over the last few years. In the UK that has been about 60% and has included a lot of local project funding. Yet these are the clear contact points for people to report and to develop cases. So we really need to be doing a lot more here to make sure that this legislation is really working to help people develop their talents and their future."@en1
