"Mr President, I really do hate to say it, but the Commissioner has done again what she did this morning. She has come with warm words and all the right noises but she has presented a strategic framework that is not strategic and is not a framework. To be honest, it is blarney: there is no content. Where is the carcinogens provision? Cancer, we know, is the largest single killer of people at work. It is not in this apparently strategic supposed framework. Where is asbestos, which kills tens of thousands of people a year now? Where is it in this supposedly strategic so-called framework? What about blacklisting? Three thousand people in the UK were blacklisted, mainly from construction sites, for daring to raise concerns about health and safety. Where is that important issue in this supposedly strategic non-framework? What about the transposition of the list of occupational diseases into something that actually can be used at EU level? I am sure the Commissioner is sincere in her warm words and benevolent noises but, unless we have some content and some action to actually make a difference, then it starts to look like a smoke-screen."@en1
