"Madam President, as Chair of the International Development Committee, I want to talk about something we have not talked about much, which is the issue of gender-based violence and combating it through our external policies. In particular, I would like to talk about the issue of gender-based violence during emergencies and how we can make our humanitarian aid and our development aid better able to tackle that problem, which – as we know – is a growing problem. Last week I met members of the International Rescue Committee, who work with women in such situations. They want all Member States to sign up to the call for action to end sexual violence in emergencies. Many of your Member States have not signed up. Please urge them to do so. Tomorrow we will give the Sakharov Prize to Dr Mukwege, who has tackled gender-based violence and who provides care to women who have been victims. Next year you will be looking at the Gender Action Plan in the Commission. We need the Action Plan to be a real plan for real action. I hope that this will be a testimony to the work of Dr Mukwege and that it will be something we can come back to next year and say we have really achieved something."@en1
