"Madam President, this year a report was released by the EU Fundamental Rights Agency. It showed us the current extent of violent crimes against women and the chronic under-reporting that leads lawmakers and law enforcers to become complacent about the problem. In fact, one in ten women has experienced some form of sexual violence, one in twenty has been raped and one in five has experienced some sort of physical or sexual violence from a current or previous partner. These are terrifying statistics. So far the Commission has been less than forthcoming in response to the Parvanova Report. This called for a legislative proposal by the end of 2014. It asked for a European strategy and an action plan. And it is nearly December, and so far it has not been seen. Thankfully the Commission has picked up on the issue of female genital mutilation (FGM), important in taking European action on violence against women. But again we have yet to see the plan. We have to act now on FGM. It is taking place on European soil and it is European women that are being cut. Violence against women in all its forms – FGM, domestic violence and the exploitation and trafficking of vulnerable women – must be tackled with commitment by all of us. These issues cannot be seen in isolation but rather as part of a larger problem: society’s attitude to women. We need action plans at an EU level and at Member State level, and we need them now."@en1
