"This resolution calls for an opinion from the Court of Justice regarding the legality of an agreement between the EU and Canada to transfer the Passenger Name Record (PNR) of air passengers to Canadian border forces. PNR is data collected by air carriers for ticketing and check-in systems; it can include information like passengers’ names, addresses, passport details and credit card information. This resolution has been prompted by suggestions by the European Data Protection Supervisor that collecting PNR for counter-terrorism purposes may not be proportionate, and by the decision of the Court of Justice to annul the Data Retention Directive earlier this year, which makes the legality of other methods of mass data collection unclear. Labour MEPs have never been against sharing PNR as such, but we have always demanded appropriate safeguards and that counterterrorism measures be compatible with fundamental rights. We have supported this resolution so that we can have a clear judgement on the legality of the PNR agreement."@en1
