"As draftsman for the Foreign Affairs Committee opinion of this file I am well acquainted with the arguments in favour and against referring this matter to the European Court of Justice (ECJ). It seems clear to me that such a referral will take many years and is primarily motivated by delaying tactics rather than securing the safety and privacy of EU citizens. In referring the matter to the ECJ, the result will be that the existing 2006 agreement will continue to operate, an agreement that offers lower levels of data protection and access rights than the one now proposed. This agreement is about preventing terrorism against our Member States and their citizens, not about snooping on the private lives of travellers. Limited storage periods of data form the cornerstone of the agreement, as do strict purpose limitation clauses and significant degrees of access rights and rectification processes. This agreement ensures vital co-operation between the EU and Canada, a NATO country that shares our democratic values and is an ally in the fight against global terrorism and trans-national crime. It is for these reasons that I will be voting against the resolution today."@en1
