lpv:spoken text	"Madam President, the last time I was here I spoke about the European Youth Initiative, the Youth Guarantee and the failure of the UK Government in the second year of the scheme to draw down any of these funds. This evening I need to take the opportunity to talk about the European Structural and Investment Fund money, which is not being remitted by the Commission because they are very concerned that the UK’s local enterprise partnerships are not suitably accountable and transparent democratic institutions to receive European money. The UK Government is actually perfectly happy with this, because they do not match fund money, and the result is that these crucial funds have not been drawn down. I appeal to the Commission and the UK Government to sort this out now."@en1
