"Mr President, we all want a solution to the Cyprus problem, and both sides undoubtedly bear some responsibility for the present situation, but frankly it is not helpful when we are trying to find a way of restarting negotiations to produce a one-sided resolution which seeks to place all the blame on Turkey and the Turkish Cypriots or, indeed, for the Commissioner to speak in the way that he has at the beginning of his remarks this evening. I hope he is listening now. I do not think he is. Are you listening, Commissioner? Yes. Thank you. For the recent causes of the present impasse, we should look to the events of 2004. In May of that year, the Republic of Cyprus joined the European Union and immediately set about blocking any progress, in particular on the undertaking given by the European Council the previous month to end the isolation of northern Cyprus. If this promise had been kept, none of the difficulties that are being discussed today would have arisen."@en1
