Instead, it is empire-building. It is trying to carve out as much money as possible for the EU to spend, usually on projects which fail to respect the subsidiarity principle. It is supporting the Gentleman’s Agreement between Council, Commission and Parliament which keeps costs high and transparency low. For these reasons I could not vote in favour of such a report."@en1
