"Mr President, a point of order on the order of points. Rule 174, paragraph 2: ‘If two or more mutually-exclusive amendments have been tabled to the same part of a text, the amendment that departs the furthest from the original text shall have priority and shall be put to the vote first’. Here, the first amendment merely moves money from one pot of money to another, moving it to the European External Action Service, but it does not make a penny piece difference to the original budget. Our amendment would save taxpayers EUR 15 million in commitments and 7 million in payments. It would be a terrible shame if the first amendment were to pass and the second, therefore, were to fall, because the real cost-saving measure would not be heard. So I would respectfully submit that the order of vote should be reversed and that 547 should be taken before 157."@en1
