"Madam President, in Ireland we have introduced some structural changes, establishing education and training boards and offices – one-stop shops – where young people can go and be supported to ensure that they get relevant education and training. The success of the pilot scheme in Ballymun, referred to previously by Ms Harkin, is due to the fact that there has been a partnership and that we have engaged with employers and education providers. That is essential in ensuring the success of the Youth Guarantee scheme. Without employers’ input we are not providing young people with the skills that they need to gain meaningful employment. I think this is critical and I would ask the Commissioner, as I have asked him previously in such a debate, to focus on that aspect in order to ensure that the necessary reforms are in place. In 1995 in Europe, 21% of our youth were unemployed, and since then we have had pretty high youth unemployment of around 10-15%. So the problem is not just related to the recent financial crisis: it is also related to the fact that our education provision does not sufficiently match the needs of industry or provide young people with the skills that they need to gain employment. That is a critical issue right across Europe, and in my own country especially. We can speak to employers and, you know yourself, Commissioner, the criticism that these employers are not getting the skills they need and that they have to look outside Europe. So this is also about competitiveness. I wish you well in moving on to your next venture but I would ask you to ensure that the needs of young people, in particular, are addressed and that work to give them the skills they require to gain meaningful employment continues."@en1
