Concluding an agreement with Canada makes ample sense because Canada, of all non-European countries, is probably closest to us in terms of culture, language, law and politics and, while this agreement took five long years, I think we have reached a reasonable agreement at the end of the day. There are difficulties, which have been highlighted, but on balance we can support it, while at the same time expressing our reservations.
For that reason I have written to the Commission to express my concern on the treatment of beef products under the quota system for non-hormone-treated high-quality Canadian beef exported to the EU. I welcome the recognition that beef is a sensitive sector. Our beef sector is characterised by small-scale, environment-friendly production on permanent grassland, in an extensive manner based on the family farm model, which is a unique European social structure predominant in my constituency of Ireland South as in other areas in Europe.
I believe the Commission was not alert to the distinction between high-quality cuts of beef, such as steaks, and lower-quality cuts. It is my assertion that more restrictive quotas should be placed on the high-quality cuts, as the current quota plan could permit Canadian exports to flood EU markets with high-quality steak at sensitive times of the year such as the barbecue season, undermining the EU sector.
Nevertheless, I am prepared to vote in favour of this agreement because of one redeeming factor – the review clause. If, as I expect, there are difficulties, they can be reviewed and this can be taken into account when it comes to negotiating the Transatlantic Trade and Investment Partnership (TTIP) agreement with the USA, because the TTIP could not be modelled on what is here in relation to beef. That would multiply the problems seven times over, as has been outlined in the study carried out by Parliament’s Committee on Agriculture.
