"Madam President, of course we are all concerned about the impact on European farmers, I no less than anyone else. Even those Member States which are not heavily affected directly will be affected in time by market impacts such as falling prices. The ramifications of these political sanctions are very wide-reaching. We have been using the language of emergency and crisis, all of which implies a reaction to the unexpected. I would like to ask the Commissioner why the impact on farmers seems to have been so badly thought through. Is it a surprise that Russia has retaliated? No, of course not. Of course they would hit back in the area of fresh and perishable produce for maximum short-term impact. We hear about further sanctions being imposed by Brussels, so my question is: ‘What is the plan?’ Even if the EUR 430 million crisis reserve is mobilised it is not going to last long: we have already earmarked EUR 155 million in less than a month. Clearly, just calling for more and more financial support is not the answer: it cannot be, because that would simply be a bottomless pit. I would like to know from you, Commissioner, what the Commission’s medium-term and long-term plans are. Are you discussing this as a Commission? I know you are in a state of flux but are you actually looking clearly at the implications of foreign policy?"@en1
