lpv:spoken text	"The UNFCCC Climate Change Conference in Doha, Qatar, in December 2012 adopted an amendment to the Kyoto Protocol establishing a second commitment period running from 1[nbsp ]January 2013 to 31 December 2020. Ratification of this second commitment period by the EU and its Member States is necessary well in advance of the UNFCCC conference in Paris in 2015 if the new global agreement expected to be finalised there is to be successful. The agreement voted on amends the Monitoring Mechanism Regulation (MMR) to resolve technical issues associated with the process of ratifying the second commitment period of the Kyoto Protocol. I am satisfied that the trilogue compromise agreed on 17 March adequately defines in the MMR amendment itself the powers delegated to the Commission, such that it does not allow the Commission discretion to deal with those elements that Member States consider to be ‘essential’. The agreement also limits the duration of the delegation of powers so that they will only allow the measures to be used for the purpose of the technical matters needed to implement the second commitment period.
