lpv:spoken text	"Following the tragic loss of life in Lampedusa and the Mediterranean over the last few years, this proposal is intended to establish rules for the surveillance of sea borders by Frontex and help rescue lives at sea. Frontex will be involved in search and rescue, operational planning, detection of vessels, interception and rescue, and disembarkation. Those measures will help prevent human trafficking and drug smuggling through the EU’s external sea borders. Nevertheless, the UK does not participate in the aspect of the Schengen acquis which this instrument is built upon, for this reason while I do welcome some measures of the proposal, I abstained on the report."@en1
