"I welcomed the Commission proposal which set out a variety of options for Member States to pursue. However the text by the Committee on the Environment, Public Health and Food Safety included prescriptive and disproportionate requirements which I was unable to support. I opposed the 80[nbsp ]% reduction target demanded by the Committee. This was rejected in the Commissionʼs own impact assessment due to the need to account for the different starting points in Member States, plus concerns over subsidiarity and flexibility. Mandatory charging is being considered for introduction in England in 2015. However, I oppose its inclusion as an obligatory measure, as it is only one of many possible policy tools from which Member States should have the flexibility to choose. I could not support the demand to force Member States to replace plastic bags with biodegradable bags. Biodegradable materials can be promoted, but a target for replacement goes too far – the right material needs to be used for the right job. To require a switch would also damage the economic viability of existing collection and recycling systems where plastic films are part of the mix. Since these three provisions remained in the final text, I was unable to support the report and chose to abstain."@en1
