"Madam President, I am disappointed that we are not completing this dossier tomorrow because, as many speakers have already said, this is a direct response to one of the top ten concerns of EU citizens – i.e. the issue of the difficulties arising out of car registration when they are moving from one Member State to another. Indeed, the whole area of the implementation of vehicle registration tax legislation is also an issue for many Irish citizens, especially those who live along the border with Northern Ireland. Also, while this dossier does not deal with the specific issue of cars being loaned from one person to another, I recently did receive a letter from the EU Commission which clarified that if a vehicle is registered, for example, in Northern Ireland and is loaned to a person living in the Republic, then it is perfectly legal for that person to drive it, and yet we have so many examples of where cars are seized and people are fined. This is totally illegal and must not continue. This current proposal clarifies the formalities of moving motor vehicles from one Member State to another, and will greatly simplify those procedures. We have had many cases at the Court of Justice where citizens have had to go to the Court to assert their rights – for example in the use of trade plates. This is crazy and it makes legitimate business very difficult to conduct in a cross-border context. When we finally reach agreement on this dossier, and I believe we can, I think we will solve many of those problems in regard to trade plates and vehicle registration."@en1
