"This is a positive proposal for the European and Developing Countries Clinical Trials Partnership (EDCTP), and I voted in favour of the report. The first EDCTP programme (EDCTP-I 2003-2012) is now beyond its funding period and is therefore being extended in order to operate as part of the EUʼs research programme Horizon 2020. The budget for the partnership will be drawn from resources already allocated to Horizon 2020. During negotiations the main political issues to resolve were to avoid separating the budgets into two pots which could have led to a significant underspend, and more importantly, to avoid burdening the programme with too many top-down targets. The majority of these ‘targetsʼ will now be used as indicators in the review, allowing the scientists to just concentrate on their research. As with the other JTI and P2P programmes, Parliament ensured that a separate discharge procedure was in place individually to increase the transparency of EU spending. The agreement also guaranteed the parameters of the mid-term reviews of the programme, and that it will be conducted in line with the overall mid-term review of Horizon 2020."@en1
