"Mr President, the House is aware of the continued harassment of my constituents in Gibraltar by the Spanish authorities. Their right to free movement is frustrated on a daily basis by excessive and unjustifiable border controls, leading to queues at the border which are regularly of two or three hours’ duration. Spain is now trying to exclude Gibraltar from cooperation in air traffic control. An amendment to the Single European Sky package last month, tabled by Spain’s Partido Popular, would do precisely that. But if a tax from land and air were not enough, Spain now also harasses my constituency by sea. Last night there were four incursions into British Gibraltar territorial waters, including by a Spanish naval patrol boat, a Guardia Civil patrol boat and a survey vessel. These are Class A incursions – major breaches of the UN Convention on the Law of the Sea, Article 19. There have been almost 400 such incursions this year. I trust that the House will join with me in condemning such hostile acts and in showing solidarity with the EU citizens of Gibraltar, who seek nothing more than the freedom to go about their legitimate business."@en1
