"The European Arrest Warrant has had many achievements in the fight against cross-border crime. However, the legislative framework relating to the European Arrest Warrant was hurriedly adopted in the aftermath of the 9/11 terrorist attacks and has significant flaws. I voted for this report as it urges the European Commission to look into reforming the European Arrest Warrant to ensure that the rules protect the procedural rights of persons subject to such a warrant. The current framework has numerous flaws and has resulted in numerous cases being brought before the European Court of Justice. Its flaws include a lack of proportionality, human rights issues and inappropriate use during the pre-trial stage prior to an investigation being completed. Three directives have been adopted with the aim of protecting procedural rights, but these reforms need to be complemented by a reform of the European Arrest Warrant procedure without undermining its efficiency."@en1
