"Mr President, the extreme weather has caused severe damage to infrastructure and property across Ireland. The government announced recently that it was not applying for the EU Solidarity Fund in view of the fact that the expense does not reach the threshold. This is in sharp contrast with 2009 when the late Minister of Finance, Brian Lenihan, applied and secured EUR[nbsp ]13[nbsp ]million. I am calling on the government, even at this late stage, to submit an application. A comprehensive flood defence strategy for rural and coastal communities is also immediately required. I believe that the government should make an immediate application to the European Investment Bank, where funding is available. I also call on the government to put in place a comprehensive scheme for the damage and loss suffered by all our fishermen, who have had little or no income during the course of the last three months. Mr Coveney must, in addition to national funding, also utilise the EMFF which has been approved by committee and will be approved by this House at the next session."@en1
