"I would welcome the roll-out of a Europe-wide E-call service. Every second is crucial when a serious road accident occurs. The driver or passengers may be unconscious, may be unable to call emergency services due to a language barrier, or may be travelling in a country or in a terrain with which they are unfamiliar. Vehicles fitted with e-Call would automatically communicate the vehicle’s location to emergency services. It is estimated that this would result in emergency services reaching an accident scene 60% quicker in urban areas and 50% in rural areas. This could result in 2[nbsp ]500 fewer road deaths, as well as reduce the severity of injuries in thousands of cases. This technology has been available for a number of years, but so far it is fitted in less than 1% of cars across Europe, mostly at the higher end of the market. EU regulation is needed to require all Member States to deploy the necessary public safety answering point (PSAP) infrastructure by October 2015. I welcome in particular the amendments protecting citizens’ personal data and privacy. E-call must not be a tracking device and must only be activated when an accident occurs."@en1
