"Mr President, if there is one policy area which really needs to extend beyond national boundaries it happens to be aviation, and I have Heathrow Airport in my constituency. The very nature of this industry requires countries to cooperate supranationally for the safety of many millions of people who take to the skies every year. It plainly makes no sense for the rules to be asymmetric or differently implemented across the Member States. The mandatory occurrence reporting systems may be just that. For many States such as mine, the United Kingdom, they have been operating successfully for many years. There is very little in modern everyday life which has the potential to instil as much fear as the fear of crashing in an aeroplane and things going wrong, so if enhanced and streamlined reporting mechanisms can add further safeguards against that ever happening, permitting efficient processing and analysis of all the relevant data across the Union to become a reality, and facilitating greater transparency in this most vital of industries, then it will actually have performed a good job for all our members of the public in the EU."@en1
