"Madam President, I would like to thank the rapporteur, whose report I support. I would have liked us to have had a first-reading agreement this evening, but sadly the Member States have let us down. However, this should not distract us from the importance of this subject. Accessing online information and services offers great opportunities to improve public services, facilitate civic participation, support education and fight against social exclusion. E-accessibility and web accessibility have been recognised as a key priority, both at EU and UN level. In 2006 the Riga EU Ministerial Declaration on an inclusive information society made a commitment to make all public websites accessible by 2010. Eight years on, despite political and legal commitments, web accessibility is still far from being a reality in Europe. Deaf, blind and partially-sighted citizens continue to be disproportionately affected by the accessibility of websites and, according to the Commission’s own research, less than 40% of public sector websites are accessible for people with disabilities. This, coupled with the fact that regular internet usage by the 60-75 year old age bracket is just 28%, means that more must be done to make the internet accessible to everyone. That is why I welcome this report, which has redefined and broadened the scope. Not only will e-accessibility benefit people with disabilities and the older generation, but devices and services designed on the basis of accessibility requirements are easier and more comfortable to use for everyone. I welcome this report, and I am only saddened, as I have said, that there is no-one from the Greek Presidency here. But I welcome the rapporteur’s hard work as well as that of the shadows."@en1
