"Madam President, I want to thank the rapporteur for his work on this excellent and ambitious report. It is ambitious because it significantly extends the number and type of websites which should be accessible. These types of websites are listed in Annex 1a and include a much broader range of websites than were initially included in the Commission proposal. I think this is very important because it should mean that virtually all public websites will then be accessible to persons with disabilities, and after all that is what this directive is about. I was more than pleased to see that the rapporteur has taken virtually all of my amendments on board. These amendments were drawn up in conjunction with experts from the disability area in Ireland who attended the hearing that the rapporteur spoke about in Parliament. They particularly emphasise monitoring and enforcement, and that the competent authorities and bodies should involve organisations representing persons with disabilities. Furthermore, there will be opportunities to lodge complaints, and it is stated that such a complaint will be dealt with within a reasonable time frame. Crucially we also have to ensure that these competent authorities, when set up, will have the resources necessary to carry out their tasks, and I will be happy to support the rapporteur’s amendment in Parliament tomorrow that any penalties for non-compliance should be effective, proportionate and dissuasive. There is now, however, an urgent need to progress this dossier in Council. It is my understanding that no substantive discussions have taken place so far. As the rapporteur said earlier, this piece of legislation is long overdue. The Commissioner is very supportive, but we now need the Greek and Italian Presidencies to prioritise this important dossier. Apart from anything else we have to honour our commitments under the UN Convention on the Rights of Persons with Disabilities, and accessible public websites is just one of those commitments."@en1
