"Madam President, I do not quite share the totally negative view that my colleague Paul Murphy has of this report. There are certainly some positive aspects to it and I think that one of them is paragraph[nbsp ]31 which was carried by Parliament and which said that Member States that are subject to the excessive deficit procedure would have the fiscal space to implement the Youth Guarantee schemes. I think that is an important issue in that the Youth Guarantee is a European initiative, but also that it is a guarantee to young people from the EU that will be administered through Member States. Already many of these Member States are under extreme fiscal pressure and they need that fiscal space to implement the guarantee. In my own country, Ireland, in 2012 youth unemployment was at 30[nbsp ]% and in my own constituency it was at 33.8[nbsp ]% so it is crucial that this guarantee is in place. Our Minister is putting in a pilot programme for Ballymun in Dublin and that is good, it is necessary, but we also need to see them in more rural areas, small towns, etc., in order to give young people – that is, those who have not already emigrated – some hope that there is some chance for them. So I congratulate Parliament on its majority to ensure the Youth Guarantee is guaranteed."@en1
