"Madam President, I want to congratulate my colleague Emer Costello on her report on food aid for the deprived. Certainly her commitment and her attention to detail ensured a good outcome. I agree with what Commission Andor said earlier: the Fund might not be in place were it not for Parliament’s insistence on its continuation and its determination to find solutions and compromises with the Council in order to ensure a timely allocation of monies for this Fund. At one level, there is no satisfaction in welcoming a fund that distributes food aid to those who need it, and basic social groceries, for 2014-2020, but we had that discussion earlier this morning in economic governance. However, at the same time, this is a victory for Parliament, and indeed for those citizens who will use the Fund. In the teeth of significant opposition from a number of Member States which do not see this as having a European role and which do not recognise this as European solidarity, we have succeeded in delivering this EUR[nbsp ]3.5 billion Fund."@en1
