"I welcome the adoption of Parliament’s position on the establishment of a European Voluntary Humanitarian Corps, as envisaged, indeed mandated, by the Lisbon Treaty. Under this programme, approximately 18[nbsp ]000 European volunteers – young people, experts or retired people – will be able to tackle specific humanitarian needs, from performing online tasks from home, through work at the offices of humanitarian organisations across Europe, to deployment to EU-funded humanitarian operations around the world. I see this new programme as a tangible expression of solidarity with the victims of natural disasters and man-made crises. I would point out that volunteers cannot be deployed in ‘operations conducted in the theatre of international and non-international armed conflicts’ and that deployments ‘must meet the real needs expressed at local level by the hosting organisations’. I also welcome the fact that around 2[nbsp ]000 apprenticeships will be offered at humanitarian organisations inside Europe. I would now urge the Council to now work with MEPs to ensure that this programme is adopted and entered into effect as soon as possible."@en1
