"Implementation of the existing EU rules on compensation and assistance to passengers in the event of their flight being delayed or cancelled suffers from many shortcomings, and this creates uncertainty both for air passengers and for airlines, particularly those who respect the rules.
The new regulation, as passed by Parliament, is intended to address the gaps in the existing rules and ensure that passengers who face long delays have the same rights as passengers of a cancelled flight. It is intended to enhance transparency in relation to final ticket prices and to ensure that handbags are not considered as carry-on luggage. It sets out a clearer definition of ‘extraordinary circumstances justifying the non-payment of compensation’. From now on, airlines will not be able to avoid their responsibilities by citing ‘technical problems’.
Other improvements include more, and more accessible, contact points at airports, easier procedures for making complaints, and a strengthened enforcement regime. I would urge the Council and the Commission to work closely with MEPs over the coming months so that we can quickly strengthen air passengers’ rights and provide greater clarity for airlines."@en1
