The amendment is: ‘Any liabilities of the Union in relation to non-contractual liabilities and costs related thereto relating to the performance by the Council or the Commission of their tasks under Article 16 of this Regulation may under no circumstances entail any financial liability for the Member States that are not participating Member States (the “non-participating Member States”). The participating Member States shall establish arrangements to ensure that the non-participating Member States are reimbursed in full, promptly and with interest, in relation to any amounts paid in own resources in respect of any application of the Union budget for the purposes described in the first subparagraph.’ May I make it clear: we are not stopping banking union but it needs to be very clear where the costs lie."@en1
