"I would like to thank the rapporteur for preparing this important report. I am disappointed however, that the report was confined to merely updating the legal basis. The Control Regulation is in urgent need of revision and I submitted several amendments to the draft report, along with my colleagues Alain Cadec and Struan Stevenson. I would like to raise two specific issues that require immediate attention, in my opinion. Firstly, there are considerable differences in the location, target fisheries and fishing practices of vessels employing passive gear and those using static gear such as pots and traps used to catch lobster and crab. These differences need to be reflected in the gear marking requirements. Secondly, the penalty point system needs attention. For example, if a skipper commits an offence, the penalty is imposed on the owner of the vessel, which may not necessarily be the skipper. This makes little sense and may even be contrary to the Charter of Fundamental Rights."@en1
