"Mr President, on this day ten years ago, 23 Chinese women and men died while working as cockle pickers in Morecombe Bay in England. It was first thought that they were illegal seasonal workers, but in fact they were victims of a forced-labour human trafficking gang. The conditions they lived and worked under were harsh and threatening. Their gang masters did not help them when the high tide came in and swamped them, and all but one drowned. As a former Home Office Minister in the UK, I know the close link between exploitation and seasonal work. Whilst many employers are good and considerate, there is a risk that vulnerable people – society’s poorest people – will be exploited. Foreign gang masters have exploited migrant workers on British soil, sending profits back to their homelands. I welcome the aims of this report. All migrant workers, seasonal and regular, should be treated decently and fairly. We will only eradicate the risk of exploitation and the practice of forced labour by raising standards throughout the EU."@en1
