My concern is that without a high carbon price, for which there is a great absence of support politically at the moment, a single greenhouse gas target cannot deliver such a reduction. That is the reality if you look at how the Council votes, at how Parliament votes. I do not see support for a high carbon price, which would be necessary if a single greenhouse gas target were to deliver what people want it to deliver."@en1
