"This non-legislative report, drafted annually by the Legal Affairs Committee, provides the European Parliament with the opportunity to reflect on the EU’s ‘better law-making’ agenda. Better law-making exercises, such as the ‘think small first’ principle, can play an important role in delivering jobs, growth and competitiveness in Europe. By improving the design of legislation and simplifying existing rules, the EU can help to ensure the removal of unnecessary regulatory burdens on citizens and businesses – particularly SMEs and micro-enterprises. However, deregulation should not be at any cost. Labour MEPs have taken a consistent and coherent approach to safeguarding environmental and social measures in existing EU legislation. Right-wing MEPs rejected S&D amendments to ensure the protection of these measures, and therefore Labour MEPs could not vote in favour of the report, which would undermine EU environmental, consumer and worker protection."@en1
