"Online music streaming websites are a mechanism through which the rights of artists can be respected while consumers still benefit from access to music. This report represents the adaption of the rules of intellectual property to the digital era in order to benefit both rights holders and consumers. From an Irish perspective, the importance of modernising the copyright law to benefit both the artists and consumers in the digital era can be seen from the recent report on modernising copyright published by the independent Copyright Review Committee. Music streaming websites offer a better experience for consumers than the inconsistent, fragmented and illegal option of illegal downloading, while artists also benefit from royalties. The new rules will facilitate legal music streaming across the EU, rather than having a fragmented service from one Member State to another. Under the new rules, streaming sites would be able to obtain licences from collective management organisations representing artists across multiple Member States. We welcome the provisions in this report which strengthen the rights of individual artists, including requirements for collective management organisations to pay the rights-holders appropriate remuneration in a timely fashion."@en1
