"Mr President, the economic and financial crisis, the implementation of austerity measures, rising unemployment and continued high rents and mortgage repayments are all resulting in a higher incidence of repossession and in increased homelessness. Tackling social exclusion and poverty by eradicating homelessness would help homeless people, who struggle to cope with life and are forced to live in inhumane conditions. While respecting the principle of subsidiarity, the Commission should develop a homelessness strategy which recognises the right to housing as a fundamental and social right that ought to be guaranteed, and it should thus support governments in developing policies, including a moratorium on evictions. Given that taxpayers’ money, to the tune of billions, been squandered bailing out banks and paying off international bondholders and speculators, it would take much less finance – and simply more political will – to resolve the terrible problems that homeless people endure."@en1
