"I voted against the renewal of France’s ability to apply a reduced rate of indirect taxes on rum from France’s Overseas Departments (FOD) for a number of reasons. Firstly, I am concerned by how standard parliamentary procedure has been circumvented for this report. The Committee on Regional Development was not given adequate time to scrutinise the proposals, with insufficient time to submit amendments. Secondly, the proposals could allow France to apply a lower rate of health tax on rum from FOD, which given health concerns linked to excessive consumption of alcohol would appear to undermine the EU’s own health strategies. Thirdly, the proposals distort the market by allowing rum from FOD a tax break worth around EUR 1 billion over a seven year period. The Commission’s economic assessment places the cost of the ‘ultra-peripheral’ dimension to FOD at around EUR 340 per hectolitre, with the proposed tax break nearly trebling this to EUR 945 per hectolitre. Overall, the proposals represent an excessive economic benefit to an already successful sector, unfairly distorting the marketplace and disadvantaging local producers like Bushmills Irish Whiskey of County Antrim in my constituency, who are reliant on an even playing field to remain competitive."@en1
