"The Hercule III programme has been initiated by the Commission with the laudable intention of protecting the EU's financial interests against fraud and smuggling, in particular the fight against cigarette smuggling. In my own constituency of Northern Ireland, we are all too aware of criminal gangs profiting from smuggling cigarettes over the border. The practice not only damages legitimate trade, but has historically been a means of funding terrorist activity. Any EU assistance in preventing these activities is therefore to be welcomed. The Hercule III programme is scheduled to run from 2014-2020 and co-finances Member State activities including technical assistance and the purchase of equipment at a rate of 80% (in some exceptional instances 90%) to combat this crime. I have some concerns over the European Court of Auditors findings in 2012 regarding previous Hercules I and II programmes, which said that performance indicators needed to be improved, calling for an independent evaluation of its added value. Hopefully these recommendations will be taken on board in Hercules III, and we can begin to further impede the smuggling and fraudulent activities of criminal gangs that have intimidated many in Northern Ireland and across Europe."@en1
