lpv:spoken text	"The proposal considered here today, which would allow for the EU and Member States to close procurement markets to firms from third countries subject to various decision processes, carries significant risks and could leave the EU open to damaging retaliatory measures. At a time when capitalising on opportunities for growth, particularly in emerging markets, is more important than ever, I believe that this proposal would lead instead to a net reduction in market access and a lessening of the EU Member States’ growth potential. For those reasons I cannot support this Commission proposal and I am disappointed at the outcome of today’s vote."@en1
