"I voted against the Caspary Report on access of third-country goods and services to the Unionʼs internal market in public procurement and procedures supporting negotiations on access of Union goods and services to the public procurement markets of third countries. My vote was against the proposed regulation because it could lead to a net reduction in market access and could diminish growth potential at a time when it is needed most. This is the position of a majority of the Member States in the Council. There are significant risks in deploying the proposed instrument as a leveraging tool in trade negotiations as it could leave the EU open to damaging retaliatory measures, losing out on growth opportunities, particularly in emerging markets."@en1
