"I welcome the adoption of the new procurement directive. Public authorities spend almost 20 % of GDP on supplies, works and services to meet the needs of citizens. This represents a constant flow of public investment that can be used as a powerful lever for achieving smart, sustainable and inclusive growth. I particularly welcome the introduction of a mandatory social clause guaranteeing respect for labour law and collective agreements. This should ensure better protection for workers’ rights and stop a race to the bottom in terms of pay and working conditions. The new provisions enabling Member States to prevent contracting authorities from using price as the only award criterion when granting a contract, as well as the mechanisms for joint and several liability for subcontractors, are also a step in the right direction and I would urge all Member States to avail themselves of these options when transposing the directive into national law by 2016. I also very much welcome the new provisions designed to remove barriers that prevent SMEs, the backbone of our economies, from bidding for contracts, such as the division of large contracts into smaller lots that are more accessible."@en1
