"Mr President, I fully supported this report. It makes the existing rules more flexible and easier to apply. This report encompassed huge work. When you look at it you will see that there were 1 593 amendments as well as seven opinions adopted by different committees, so everybody involved deserves to be congratulated on getting the final product before us today. The deal includes such very welcome improvements as reduced delays for procurement procedures together with mandatory e-procurement for Member States. The obligation for the Member States to transpose all procedures will create a level playing field. The criteria for tenders will become more economically advantageous and, finally, SME involvement will be facilitated by requiring contracting authorities to divide procurements into lots, in other words to give better access to SMEs for procurement – in other words, to subcontract work. There will be more work for more companies."@en1
