"Mr President, I would also like to congratulate the rapporteur. I agree that there is a need to improve the working relations between Council and Parliament. It is evident that we have not yet found the magic formula to effectively implement codecision between the two peoples in Europe. Lisbon was ground-breaking for Parliament: our legislative authority is now enshrined in the Treaty. However, Parliament is not yet adapted to effectively fulfil its role as a co-legislator. This report highlights the Council’s legislative deficiencies, but what about our legislative deficiencies here in Parliament? Only in the light of newly instigated trialogues and the resulting trialogue agreements have we begun to see the glaring gaps in our lawmaking capacity in Parliament. The Commission fields more experts than the Council and Parliament put together. We are constantly battling to ensure that we keep on top of the attachment-loads of emails and the reams of updated documents of the most technical nature that come forward. The CAP reform was a typical example of this and we have to ensure that delegated acts certainly fulfil and respect the political agreements that were made."@en1
