"On behalf of the UK Conservative delegation we had a number of concerns regarding the report on women with disabilities. Whilst the aims of the report on the whole were laudable and the UK Conservative delegation would never seek to deny women, or men, with disabilities their right to equal access to public services, we believe that policy for people with disabilities must be made by national parliaments. The report unfortunately took a ‘broad-brushʼ approach to disabilities policy, as if having a disability meant just one thing when in fact disability is described as ‘a condition or function that may restrict an individual’s sensory, mental, or mobility function, to carry out or complete a task in the same way an individual without a disability canʼ. Disabilities can include physical disability, sensory disability, visual impairment, hearing impairment, intellectual disability, mental health and emotional disabilities, and developmental disability; this report made no allowances for these differences. We also strongly believe that both women and men need tailored policies in order to ensure their quality of life – not just women as this report suggests. For the reasons cited above the UK Conservative delegation was unable to support this report."@en1
