lpv:spoken text	"Madam President, it’s me again. I welcome this report and I commend the rapporteur. It is a report on the proposal for a regulation of the European Parliament and Council establishing an instrument for stability and the reason I welcome it is that, first of all, its objectives are very good, very high-minded and very ambitious, but they are crucial. First of all: preserving peace. Secondly: preventing conflicts. Thirdly: strengthening international security and assisting populations, countries and regions confronting natural and man-made disasters. These are among the prime objectives of the Union's external action. This updated instrument which we have adopted today for stability is absolutely crucial for international security and for that reason I highly commend the report to the House."@en1
