lpv:spoken text	"Madam President, I would like first of all to thank my neighbour Elmar Brok for the work he has done on this report. It is essential that we have a regulation establishing the common rules and procedures for the implementation of the Union’s instruments for external action, which will serve as a horizontal framework in accordance with the objectives of the simplification agenda for the 2014-2020 multiannual financial framework and by providing unified and harmonised rules for the following: Firstly, EU geographic instruments, secondly; European neighbourhood instruments; thirdly, the Instrument for pre-accession assistance and partnership; fourthly, the Instrument for Stability; fifthly, the European Instrument for Democratic and Human Rights. And last, but by no means least, the Instrument for nuclear safety and cooperation and external action. I particularly welcome two aspects: first of all, the simplified rules and procedures for programming and the delivery of EU assistance; secondly, the framework for more cost-effective internal management leading to the reduction of administration burden – in other words, red tape."@en1
