"I welcome the adoption of Parliament’s response to the Commission’s report on the implementation, results and overall assessment of the 2011 European Year of Volunteering. There are over 100 million volunteers across Europe and their work is essential for the promotion of solidarity, inclusion, and civic participation. I very much agree with the call for a European statute in order to help ensure that volunteering NGOs are given proper legal and institutional recognition, and would urge the Commission to respond positively to this recommendation as soon as possible. A European-wide framework for volunteering NGOs would serve to strengthen volunteers’ rights, particularly vis-à-vis the EU, facilitate closer cooperation between volunteer NGOs across Europe and facilitate the recognition of volunteers’ time as eligible in-kind co-financing for EU grants. I would also urge the Member States to include the work of volunteers when establishing national systems for the validation of non-formal and informal learning, in line with the December 2012 Council Recommendation on non-formal and informal learning, and through Europass."@en1
