"The estimated turnover generated by global small arms trafficking ranges between approximately EUR 130 million and EUR 250 million a year and there are more than 10 million illegal weapons in circulation in Europe. One thousand people are the victims of homicide by firearms in Europe each year, with Ireland, after Italy, having the highest number of such homicides per capita. On the basis of proposals put forward by the Commission last October, the EU is now seeking to address issues such as the production, sale, possession, trade, storage and deactivation of firearms. In tandem with this work, the EU should conclude the anti-arms trafficking UN Firearms Protocol, which supplements the UN Convention against Transnational Organized Crime. The Protocol sets out minimum standards for all participating States Parties on issues such as the recording of imports, exports and in-transit movements of firearms, an international system for the marking of firearms, a harmonised licence system, and strengthened export control systems. EU Member States, including Ireland, which have yet to sign and ratify the UN Firearms Protocol, should also now do so without delay."@en1
